What is the actual evidence, then?

A multicenter, randomized, double-blind, placebo- and active-controlled trial (PMID 21756154) tested topical Curcuma aeruginosa — a different Curcuma species from the turmeric (Curcuma longa) used in cooking and most supplements — in 87 men with androgenetic alopecia. Participants used one of four twice-daily treatments for six months: 5% C. aeruginosa extract, 5% minoxidil, a combination of both, or placebo. The combination group showed statistically significant improvement in hair regrowth and reduced shedding compared with placebo (photographic review p<0.001); minoxidil and the plant extract alone each showed some regrowth too, though the trial’s headline result was about the combination outperforming placebo, not the plant extract outperforming minoxidil.
This is an important distinction to be precise about: Curcuma aeruginosa is in the same genus as turmeric but is a different species, sometimes called “black turmeric” or “bitter turmeric,” with a different chemical profile than the curcumin source used in dietary supplements. Nothing in this trial tells us how oral turmeric or curcumin capsules affect hair.
What about the DHT mechanism people cite?
Some in vitro (lab dish) and animal research has found that curcumin can inhibit 5-alpha reductase, the enzyme that converts testosterone into DHT (dihydrotestosterone) — the hormone most directly implicated in male pattern baldness.
